The Thermal Account 3.0, introduced by Ministerial Decree of August 7, 2025, represents a concrete opportunity to upgrade indoor lighting systems, improving the energy efficiency of existing buildings and significantly reducing investment costs.

What is Thermal Account 3.0?

Thermal Account 3.0 is an incentive mechanism managed by the GSE (Energy Services Manager), aimed at supporting measures to increase energy efficiency in existing buildings. As far as lighting is concerned, Title II covers measures to replace lighting systems with high-performance, low-consumption solutions.

Who can access the incentives

Access to Thermal Account 3.0 varies depending on the type of entity:

Public administrations and third sector entities (ETS)

  • Eligible for all types of incentives
  • Includes schools, hospitals, municipalities, and other public entities
  • Can access the incentive reservation mode

Private entities

  • Individuals, businesses, and economic ETS
  • Eligible for incentives limited to the tertiary sector
  • A preliminary application to the GSE is required before work begins

Which measures are eligible for incentives and how much can be obtained

Measures to replace indoor lighting allow for very high contributions:

  • 100% of the incentive for schools, hospitals, and buildings owned by municipalities with fewer than 15,000 inhabitants
  • 65% of the incentive for most projects and eligible entities
  • 10% increase for components made in the EU

Technical requirements for indoor lighting

To qualify for incentives, installed lighting systems must comply with specific technical requirements:
 

Mandatory certifications:

  • CE marking
  • Certifications issued by accredited laboratories for photometric characteristics, safety, and electromagnetic compatibility

Luminous efficiency:

  • Minimum 80 lm/W for all installed systems

Color rendering index (CRI):

  • CRI > 80 for indoor environments
  • CRI > 60 for outdoor areas

Reduction in installed power:

  • The post-intervention power must be ≤ 50% of the pre-intervention power
  • In the case of systems already below the regulatory limits, eligible expenses are recalculated on the basis of the incentive-eligible power alone

How to access Thermal Account 3.0

There are two ways to access the scheme:

  •  Direct access: available to all eligible parties who submit their application after the work has been completed
  •  Incentive reservation: reserved for public administrations and energy service companies, this allows the incentive to be reserved before work begins

Required documentation

For lighting projects, the following must be provided:

  • Lighting calculations for all rooms
  • Summary table of lighting fixtures replaced and installed
  • Complete photographic documentation
  • Technical data sheets for products supplied by the manufacturer
